The Hawaii Rental Housing Providers Alliance (HRHPA) represents everyday, independent self-managing rental housing providers across our islands: the local “DIY” rental property owners. Our mission is to uplift and protect Hawaii’s rental housing ecosystem through strong advocacy, practical education, ethical standards, and reliable, real-world resources tailored for DIY housing providers.

HRHPA believes that responsible rental housing providers are essential to healthy, stable communities. We work to elevate that message at both the county and state levels, giving our members a unified voice in policy discussions that affect private property rights and long-term housing availability.

We equip our members with clear, Hawaii-specific forms, tools, and guidance designed to help them navigate the challenges of providing long-term rentals—so they can protect their homes, their investments, and the families they serve. Our mission is to empower Hawaii’s long-term rental property owners through advocacy, education and collaboration — protecting property rights, promoting fair and balanced housing policies, and supporting the sustainability of rental housing for our communities.

Kasandra Shriver

Kasandra Shriver is the Executive Director of Hawaii Rental Housing Providers Alliance (HRHPA), a statewide organization dedicated to supporting and advocating for Hawaii's independent self-managing rental housing providers.

Kasandra is a rental housing provider on Oahu, has a decade of experience as a real estate broker and nearly two decades as a paralegal, bringing a unique combination of practical housing expertise, legal insight, and public policy experience to her work. She holds a Master of Science in Public Policy from University College London and has spent years working at the intersection of housing, government affairs, and private property rights.

A recognized leader in housing advocacy, Kasandra has served in leadership roles with the Hawaii Association of REALTORS® and regularly engages with elected officials, regulators, and industry stakeholders on issues affecting housing availability, affordability, and responsible rental housing operations. Through HRHPA, she is focused on giving a voice to Hawaii's independent housing providers while promoting advocacy, education, and solutions that benefit both housing providers and residents.
